Citizens leaving parish La Candelaria mobilized along Libertador Avenue after PNB officials prevented the start of March called Juan Guaidó, president of Venezuela.
Twitter reports indicate that the troops are with riot gear nearby. They claim that this point of departure is not allowed.
Videos broadcast on the same network show that citizens are discussing with officials so they can move to Francisco de Miranda Avenue.
Carlos Julio Rojas, the district's leader of the parish, said that "we should not ask permission from any usurper to go out to demonstrate."
